According to PWInsider.com who put out a report is stating the following:
Numerous ROH sources have indicated that the “fans” involved were actually students of Bob Evans who did a tremendous job in getting themselves over as actual fans all night and then did an even better job in selling the attack.
411mania.com is reporting this: The plan came from Hunter Jonhnston and was intended to get legit heat on Kevin Steen after his heel turn at “Best in the World” failed.
